The TSA told NPR that its policies are not inconsistent, they are unpredictable. By not creating a single policy for the TSA to follow, each TSA station creates its own policy which it is told not to follow consistently.

Rather than create his own tests, this professor uses the tests supplied by the textbook publisher. These tests are available to anyone who acquires a teacher’s edition of the textbook.
In other words, the professor put more work into analyzing how the students cheated than he put into creating the test. Now the faculty is mad that they have to actually create a test from scratch.

So, this woman was stuck in a bathroom for three weeks where she survived by drinking tap water. She tried to bang on the pipes to get attention but the tapping just made the neighbors mad enough to launch a petition to fix the noise.
